Andrew R. (Andy) Fickett, PE

In June of 2011, Andy joined Fish and Associates, Inc., as Vice President, bringing with him nearly 20 years of experience in the transportation industry with an emphasis in transportation structures.  In February of 2014, Andy succeeded Phil Fish as President of the company.  Overseeing the company’s operations and strategic development keeps Andy active in projects serving in various roles as lead inspector, project manager and QA/QC.

He has been a certified instructor with the National Highway Institute (NHI) since 2007 and recognized as an Instructor of Excellence since 2009.


Finn Hubbard, PE

During Finn’s 30+ years of experience in bridge and structural engineering, he has worked as the State Bridge Engineer for WisDOT, given many national presentations on a variety of structural issues, and authored several structures-related papers.  While serving for seven years as the primary representative on the American Associates of State Highway and Transportation Officials (AASHTO) Sub-Committee on Bridges and Structures (SCOBS), he worked directly with 49 DOT’s on national bridge-related policies.  Additionally, he led the stabilization and reconstruction efforts for the Hoan Bridge failure in downtown Milwaukee.  At Fish & Associates, Inc., Finn brings his extensive structures background into play on a variety of structural issues providing expertise and guidance in solving related challenges for both the public and private sectors.  Finn’s broad range of knowledge and experience solidifies his reputation as an industry leader and respected resource.

Todd brings with him nearly 16 years of bridge inspection and construction experience.  Much of his experience has been on specialized projects, which includes rope access inspections of bridges; inspection of ancillary structures; routine and in-depth bridge inspections; waterfront inspection; and construction management on transportation structures.  He has been a Project Manager for numerous State DOT bridge and ancillary structure inspection projects.  Todd is someone who can manage multiple projects as well as provide leadership and mentoring to our engineering staff.

Prior to forming a private consulting practice in 2001, Mr. Fish spent 34 years with Wisconsin Department of Transportation (WisDOT), supervising the state’s Bridge Inspection program and developing the WisDOT “Fracture Critical” and special inspection programs.  In 2000, pursuant to the partial collapse of Milwaukee’s Hoan Bridge, he formed and managed the Failure Analysis Team, assembling and leading a group of national and regional experts in evaluating the failure and developing recommendations for repair.

Phil has extensive experience in fracture and fatigue analysis, nondestructive testing and inspection (Level III certifications), strain gauging, weld inspections, steel connection details, forensic analysis of steel structures, and developing comprehensive quality assurance programs for large scale structural steel fabrication.  He conducts multiple seminars and courses nationally each year on bridge inspection methods, fracture critical bridge structures, and structural steel welded and bolted connections.  Mr. Fish is currently leading the company’s participation in the NCHRP12-82 consortium project on “Developing Reliability Based Bridge Inspection Policies.”
